Now, this info is stored directly in the translation file as a comment. Before, there was no way of telling translators that a previously translated string was in need of a new translation. Removing this flag makes the calls to the formatter idempotent and more reliable. Admins have the same rights as the default user. Admins can promote or demote other users. The default user is considered as an admin even if it does not have the admin flag enabled. See #2096
