Latvian localizations (#5254)

* first lv translations

* LV translation for index.php

* LV translation for install.php

* LV translation for feedback.php

* LV translation for sub.php

* LV translation for gen.php (not fully done)

Will need to get a few more info to determine correct declension

* LV translations for conf.php (maybe not finished?)

* Fixed an issue with an array in app/i18n/lv/gen.php

* Fix new translation

* Fix LTR

* Fixed incorrect LV translations

* Removed "// DIRTY" from LV i18n
